Board
The Foundation is managed by a board consisting of between three and nine directors. It currently has nine members, one of whom is the chairman, while three others are non-executive directors. As the Foundation is a private Portuguese institution of public utility, the majority of the members of the board must be of Portuguese nationality.
The members' mandates are for renewable five-year periods and vacancies are filled by appointments approved by vote of all members. The age limit for appointment is 70.

Emílio Rui Vilar graduated with a degree in Law from Coimbra University in 1961. Since 2002, he has been President of the Board of Trustees of the Fundação Calouste Gulbenkian, Portugal, and Chairman of the Board of Directors of Partex Oil and Gas (Holdings) Corporation.
Since 1998, Emílio Rui Vilar has been Guest Professor at the School of Economics and Management at the Portuguese Catholic University and since 1996 the Chairman of the Audit Commission of the Banco de Portugal.
He is presently Chairman of the European Foundation Centre (since June 2008), President of the Portuguese Foundation Centre, Trustee of the Initiative “A Soul for Europe”, Senator of the European Cultural Parliament and Founding Member of the Portuguese Institute of Corporate Governance.
He has also been active as a co-opted Trustee of the Fundação Calouste Gulbenkian since 1996; Chairman of Galp Energia SGPS (2001-2002); Chairman and CEO of Caixa Geral de Depósitos (1989-1996); General-Commissioner Europalia Portugal (1989-1992); Director General at the European Community Commission, (1986 -1989); Deputy-Governor, Banco de Portugal (1975- 1984); Minister of Transports and Communications (1976-1978); Minister of the Economy (1974- 1975); Secretary of State for External Trade and Tourism (1974); founder and first president of SEDES; Manager, Banco Português do Atlântico, (1969- 1973).

Born March 8, 1949, in Lisbon, Portugal, he is an Electrical Engineer by Universidade Técnica de Lisboa (1972) and obtained a Master of Science (1976) and a Ph.D. (1978) in Engineering Economic Systems by Stanford University.
His academic career began at the Instituto Superior Técnico and later on he joined the Faculdade de Economia, Universidade Nova de Lisboa, where he is now a Professor of Economics. He has also been Visiting Professor at Stanford University.
He is the author of several publications and participated in many Conferences and Seminars, in Portugal and abroad. His main areas of interest were initially the Economics of Uncertainty and Information and the Economics of Telecommunications. Later, he worked in the Economics of the Welfare State, namely in the financing of the Social Security, Health and Education.
At Faculdade de Economia of Universidade Nova de Lisboa, he was member of the Comissão Instaladora, Dean for Students Affairs, Director of MBA Programme, Academic Dean and Director. He was also member of Comissão Instaladora of the Faculty of Law and Vice-Rector of the Universidade Nova de Lisboa.
He has been a consultant for private and public institutions and organisations, such as: Banco Fonsecas & Burnay, Citibank, MDM, CTT/TLP, Marconi, EPAL, Associação Portuguesa de Casinos, Instituto de Comunicações de Portugal, Empresa Geral de Fomento, Calouste Gulbenkian Foundation, Ford Foundation, Ministries of Finance, Economy, Employment and Welfare, Prime-Minister.
He is former member of the Board at Banco Mello, COVINA and Galeno Participações, President of the Board at Easysoft/Audaxys, President of the Fiscal Board at RUMOS and former Chairman of the General Meeting at EDP. He took part in several Advisory Boards, namely at IMPÉRIO, José de Mello Saúde, UIF-International Finance Union, Reditus, FLAD - Portuguese-American Foundation for Development, Instituto de Gestão de Fundos de Capitalização da Segurança Social (Portuguese Institute for Welfare Funds Management) and at Portugal Telecom. Isabel Mota

Curriculum VitaeBorn in Lisbon in 1951, she graduated in finance from the Higher Institute of Economic Sciences and Finance, Technical University of Lisbon (1973).
She has been a member of the Calouste Gulbenkian Foundation Board of Trustees since 1999. She was director of Partex Oil and Gas Corporation (until 2007) and currently sits on Partex Oil and Gas (Holdings) Corporate Supervisory Committee. Assistant Lecturer at the Higher Institute of Economics (1973-1975).
She became general sub-director in the Office for External Economic Cooperation, of the Ministry of Finance (1978-1986) and Councillor to the Permanent Representative of Portugal to Brussels (1986).In the political field, she served as Secretary of State for Planning and Regional Development in the 11th and 12th Constitutional Governments with responsibility for negotiations over European Union Structural and Cohesion Funds for Portugal (1987-1995).
She was a member of the Social Democrat Party National Policy Commission (1993), Vice-president of its International Relations Commission (1996-1999) and member of the European Popular Party Political Bureau (1998).
Director of the Executive Training Institute for Nova University of Lisbon (1977) and a member of the Telecel Vodafone General Council (2001-2003), she also sat on the Strategic Commission for the Oceans (2003-2004) and coordinated the drafting of the National Strategy for Sustainable Development (2004).
Currently a member of the Jacques Delors Award, COTEC-BPI Innovation and COTEC “Entrepreneurial Innovation in the Portuguese Diaspora” Prize Juries as well as the Lisbon Catholic University of Portugal Career Award Jury.
Is an advisor to the Economic and Social Council of Portugal and member of the Portuguese Honorific Orders Council.
She has also won the “Dona Antónia Ferreira” and was granted the “Gold” Level Medal for Service Distinction. She was awarded and distinguished with the honorary titles Grande Oficial and Grã-Cruz da Ordem do Infante D. Henrique.

Chairman of the Standing Conference on University Problems of the Council of Europe in 1983 and 1984, Chairman of the National Council for Education in Portugal (1992 – 1995), Chairman of the Academic Cooporation Association (1993-1995), Minister of Education between 1995 and 1999, Member of the Board of Magna Charta Observatory (2000-2004) Member of the Board of the Gulbenkian Foundation since October 2000 and Vice Chairman of the Partex Oil and Gas (Holdings) Corporation since 1 July 2006.
He is also member of the International Council for Higher Education Accreditation in U.S. since 2001, member of the Board of the United Nations University since 2004, and Chairman of the Erasmus Mundus Selection Board since 2006.
He has published several papers on engineering, education and aid to development and is author and co-author of books on Higher Education and Development and Human Resources.

Quixote, 1978), O Espelho Imaginário (Imprensa Nacional, 1981) A Europa Desencantada: para uma Mitologia Europeia (Visão, 1994), O Esplendor do Caos (Gradiva, 1998) and A Nau de Ícaro, followed by Imagem e Miragem da Lusofonia (Gradiva, 1999). This latter work, given the widespread recognition of its literary importance and quality, has won a highly diverse range of awards, including the leading Charles Veillon European Essayist Award (Lausanne, 1988) and the Camões Award (1996). Recently, the author was awarded the title of Doctor honoris causa by the Federal University of Rio de Janeiro (1995) and the University of Coimbra (1996) as well as the Latinidade Award (2003). He has also been honoured by the Portuguese government as recipient of the Sant'Iago e Espada (1981), the Infante D. Henrique (1992) and the Grã Cruz da Ordem Militar de Sant’Iago da Espada (2003) honours and by the French government with the Medal of Cultural Merit (1996) and appointed to the Official Legion of Honour. In 2003, he received the Grã-Cruz da Ordem da Torre e Espada.
André Gonçalves Pereira

André Gonçalves Pereira was born in Lisbon on 26 July 1936, Doctoral Degree in Law (1962), Faculty of Law Aggregated Professor through open tender (1970).
In the Faculty of Law, he has overseen different subjects while specialising in International Public Law. His Manual on International Public Law, now into its 13th edition, is a core point of reference on this subject in Portugal.
He was the Portuguese representative to the Juridical Commission of the United Nations General Assembly between 1959 and 1966 and also held positions with various international organisations, including Unesco and the International Monetary Fund. In addition to around 20 books and over 50 articles on juridical issues, he has lectured at numerous universities internationally (Madrid, Paris, Columbia, Rio de Janeiro, etc).
Despite not being a party activist, prior to the 25th April revolution, he was invited to hold important government functions. In 1981 and 1982, he served as Minister for Foreign Affairs and was then the only independent cabinet member. Among the main events of his period in office were negotiations over European Community membership and reconciliation with the former colonies.
He has been honoured with various national and international awards.
He has also been actively engaged in the legal profession since 1959. The law firm he founded in this year has become one of the most important in the capital and uniquely independent of both business and political lobbies.
André Gonçalves Pereira also served as the Portuguese representative to the Reflection Group that prepared the ground for the Reform of the Maastricht Treaty in 1995 and is a Director of the Calouste Gulbenkian Foundation as well as several companies.

Teresa Patrício Gouveia has been Trustee/Executive Director of the Calouste Gulbenkian Foundation since November 2004 and member of the Supervisory Committee of the Partex Oil and Gas (Holdings) Corporation.
Teresa Patrício Gouveia was born in Lisbon in 1946 and received a degree in History at the University of Lisbon.
She was Secretary of State for Culture (1985-1990), Secretary of State for Environment (1991-1993), Minister for Environment (1993-1995), Minister for Foreign Affairs (2003-2004) and member of the Portuguese Parliament for the Social Democratic Party (PSD), from 1987 to 2004.
In her political activity, she had, among other party duties, responsibilities as member of the Foreign Affairs Committee and the National Political Committee, also as its Spokeswoman.
She was President of the Serralves Foundation, in Oporto (2000-2003), and member of its Executive Board since 1997. She was Governor and member of the Executive Committee of the European Cultural Foundation, Amsterdam (1990-2002), President of the Council for Cultural Cooperation of the Council of Europe, Strasbourg (1985-1987), and member of the Consultative Council of the University of Lisbon (2007-2008) and of the daily newspaper «Público» (1990-91, 2002-03).
Teresa Gouveia is member of the Portuguese National Orders (by appointment of the President of the Republic), and of the ECFR-European Council on Foreign Relations (London).
Martin Essayan

Martin Sarkis Essayan is the great grandson of the founder Calouste Sarkis Gulbenkian. He was born on 16th November 1959 to Geraldine St. Lawrence Lee Guinness and Mikhael Essayan. He married Tracy Marie Glazer, a US citizen, in 1989 and they have three sons.
He has been a Trustee of the Calouste Gulbenkian Foundation since 20 July 2005 taking over responsibility for the UK branch and Armenian Communities Department from his father. He is also a Trustee of the St Sarkis Charity Trust set up by the founder to support two of his creations: the St Sarkis Church in London and the Gulbenkian Library in Jerusalem.
He was educated at Eton (1972-77), Cambridge University (Engineering at Emmanuel College 1978-81), and Harvard University (MBA 1986-88).
He worked for IBM as a Systems Engineer from 1981 to 1986 in London, England helping major clients develop and implement IT solutions.
On leaving Harvard Business School he joined The Boston Consulting Group where he worked for fifteen years (1988-2003), half of them as a partner. He specialised in Financial Services and worked with many of the leading Financial Institutions in the UK, Continental Europe and the US. He led or advised teams supporting some of the largest successful transformation programmes in European Financial Services.
At The Boston Consulting Group he also undertook a number of administrative roles, including: Partner in charge of UK recruiting, Head of Financial Services training, Head of the Financial Services European client conference programme, and Leader of European Financial Services e-commerce.
